Delaware also phasing out HFCs

Hydrofluorocarbons (HFC) are the fastest growing greenhouse gas (GHG) emission in Delaware. As directed by Governor John Carney and supported by House Concurrent Resolution 60, the state has set a target to reduce GHG emissions by 26- to 28-percent by 2025 (from 2005 levels). To do so, Delaware intends to phase out HFCs by 2025.

On Sept. 24, Delaware’s Department of Natural Resources and Environment Control (DNREC) held a meeting to discuss its plans and shared a discussion draft of the proposed regulation. The full presentation is available here.

During a follow-up meeting Oct. 8, the HFC Review Committee met with stakeholders to discuss a draft of the proposed regulation and stressed the DNREC’s efforts are focused on regulating the substances, not the equipment.

A public workshop is planned for later this year and the proposed regulation is expected to be ready for review by spring 2020. Information on this process is regularly posted to DNREC’s website.

Maryland and Vermont are considering similar regulations to limit HFCs; NAFEM continues to closely monitor activities in these states.
